Trading of radio spectrum to support rural connectivity.

In 2021 – 22 David assisted MBIE to reach agreement in principle with the three mobile network operators to trade the value of the 3.5 Gigahertz radio spectrum (supporting the rollout of 5G communications) for increased pace and penetration of mobile services deployment.

In 2025 David assisted the New Zealand Transport Agency planning for procurement of Software as a Service enabling a core NZTA and Regional Council total mobility function.

In 2020, David led the Ministry of Transport team procuring consultancy advice across 15 reports to the value of $2 million for review of the shift of the Ports of Auckland proposed by an independent working group.
